Realizing the MDGs in Lao PDR: Consolidated Programme of Support to the Ministry of Planning and Investment to achieve the goals of the 7th National Socio-Economic Development Plan 2011 – 2015
What is the project about?
Through comprehensive assistance to the Ministry of Planning and Investment this project is designed to increase attention to the achievement of equitable development, particularly by identifying key development focus areas during the Round Table Process.
The project has four components:
- Support to consultative planning, implementation, monitoring, assessment and reporting on the NSEDP/MDGs;
- Support to strengthening effective monitoring and evaluation of progress towards goals of NSEDP/MDG via LaoInfo
- Support to strengthening the Round Table Process for achievement of NSEDP/MDGs
- Support to advancing Human Development through policy-informing research on Human Development Issues especially relevant for achieving NSEDP/MDGs.
The main objective of this consolidated programme of support is to provide more efficient and results-based support to help Lao PDR achieve the valuable goals of the 7th NSEDP 2011-1015, especially more inclusive and equitable growth, the MDGs and substantial further progress towards graduation from LDC status
What have we accomplished so far?
Component 1: UNDP has assisted the Government in broadening the consultation process and enhancing the quality of the formulation and implementation of annual 7th NSEDP (2011-15). UNDP also supported the mid-term review exercise of the Plan which provided progress on the status of implementation of the 7th NSEDP and guided the policy adjustments needed and the foundation for the next five year plan (2016-20). The UNDP supports to finalise the Monitoring and Evaluation framework of the NSEDP. This has helped to change the mindset of the Government with regards to the result-orientation, and the importance of measurability and effective monitoring of implementation. But due to the current structure of the NSEDP, the M&E framework will be not fully designed in a proper outcome. As the Government is formulating the next five years development plan, UNDP takes this opportunity to strongly advocate for a more concrete and tangible results and more outcome than output based structure for monitoring framework. Local participatory planning manual was published and dissemination training was provided to the relevant Ministries and local authorities.
Component 2: LaoInfo portal was successfully established to enhance data accessibility and promote evidence based planning. The website consolidates data on national social-economic indicators, and makes it readily available for planning, monitoring and advocacy purposes. The database contains over 500 indicators from a variety of data sources, including the 2nd MDG Progress Report, 2005 Census, Multiple Indicator Cluster Survey and the Lao Reproductive Health Survey and indicators from recent survey e.g. Lao Social Indicator Survey (LSIS). , First statistical literacy guide for data users was developed to enhance data users ability to use statistical data effectively.
Component 3: Major achievement from the component has been the increasing quality of Round Table management and its consultative scope. Key deliverable in 2013 was the successful High Level Round Table Meeting that has facilitated an open dialogue between the Government and DPs which led to better understanding of both sides on strategic policy and actions towards addressing key development issues, such as the current fiscal constraint, the MDG off track including the country accelerated actions to achieve the target by 2015, issue of good governance and transparency, and the participation of civil society and private sector in development process.
Through the establishment of web-based ODA database called the Aid Management Platform, this has helped to improve the availability and accessibility of ODA information, which has significantly strengthened coordination, management, monitoring, and reporting of ODA in Lao PDR. The official launch of ODA Public Portal has widened accessibility of public citizen in getting the aid information.
Component 4: The capacity of the Government to produce high quality analysis through a process of dialogue and consensus has been strengthened. Four NHDRs have been produced during the course of the past phase. To further enhance the public’s understanding of Human Development, particularly for policy makers and youth, an assessment on the possibility of introducing an HD course at the MPI training center and National University of Laos (NUoL) was conducted, as a result the assessment, HD textbook is being developed and the HD course will be pilot at NUoL in academic year 2014/2015. Innovative Approach to disseminate HD concept has been practiced for example drawing contest on HD (targeting youth); Media award on HD-related essays/reports (open to journalists). The first national LDC graduation workshop was successfully organized in May 2012 to enhance policy makers’ understandings on the graduation criterion, and its implications. The results and key discussions of the workshop have been used as inputs for revising Vision 2020 Strategy.
