Our Partners

We work with a wide variety of national and international partners, including Government Ministries and other authorities at central, provincial and local levels; international financial institutions and donors; non-Government and civil society organizations; and numerous United Nations Agencies.

Below is a breakdown of our partners for each practice area:

Poverty Reduction

UNDP’s partners in its programme to realize the Millennium Development Goals include the Ministry of Planning and Investment, as well as its Department of Planning, Lao Statistics Bureau, Department of International Cooperation, and National Economic Research Institute. The Ministry of Foreign Affairs, along with its Department of International Organizations and Department for the Association of South East Asian Nations (ASEAN), also are national partners of this programme, while the Government of Luxembourg has been our key international partner.  

For our programme to increase the access of poor people to finance opportunities, the Bank of Lao PDR’s Department of Financial Institution Supervision and UNCDF are our partners. 

Democratic Governance

Under the National Governance and Public Administration Reform (N-GPAR) programme, Government partners include the Ministry of Home Affairs (formerly the Public Administration and Civil Service Authority), as well as Offices of the Governors in Luang Prabang, Xieng Khouang, Sekong and Saravane. International donor partners encompass Switzerland, the European Union and Luxembourg. UNCDF and UNV represent our United Nations Agency partners.  

For strengthening the legal sector and the rule of law, key national partners include the Ministry of Justice, Lao Bar Association, Ministry of Foreign Affairs, Government Inspection Authority, Supreme People’s Court, and Office of the Supreme People’s Prosecutor. The European Union, Finland and France are international donors.

In the area of people’s participation, our technical assistance to strengthen the National Assembly partners is supported by the European Union, Germany and Singapore as international donors. A total of five other United Nations Agencies are involved in this programme, including UNICEF, UNFPA, UNODC, UNAIDS and UN Women. Community radio initiatives, which partners with the Ministry of Information and Culture and the Departments of Information and Culture in Xieng Khouang and Sekong Provinces, are supported by Oxfam Novib (NL).  Strengthening civil society partners with the Ministry of Home Affairs (formerly the Public Administration and Civil Service Authority) and Ministry of Foreign Affairs, and is supported by Switzerland.

Environment and Energy

Key central-level Government partners in our environment and climate change efforts include the Ministry of Planning and Investment; Ministry of Natural Resources and Environment; and Ministry of Agriculture and Forestry. The Lao Youth Union and Lao Women’s Union are engaged at national and provincial levels.

Numerous provincial-level departments and offices also partner with UNDP, particularly under the Poverty-Environment Initiative: Planning and Investment; Governor’s Offices; Agriculture and Forestry; Natural Resources and Environment; Land Management; Labour and Social Welfare; Industry and Commerce; Energy and Mines; Health; and Tourism. 

UNEP and FAO represent key international partners, along with the International Union for the Conservation of Nature; International Institute for Sustainable Development; International Institute for Environment and Development; Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ); World Bank; and Asian Development Bank.

Crisis Prevention and Recovery

Numerous partners work toward poverty reduction and other development goals through our UXO and disaster risk management initiatives: In addition to UXO Lao and the National Regulatory Authority for UXO/Mine Action (NRA), humanitarian UXO/mine action operators include the Association for Aid and Relief, Japan; ArmorGroup North America; Cooperative Prosthetic and Orthotic Enterprise (COPE); Handicap International Belgium; Japanese Mine Action Service; Lao Disabled People’s Association; Mines Advisory Group (MAG); National Rehabilitation Centre/Ministry of Health; Norwegian People’s Aid; Swiss Foundation for Mine Action; and World Education. Commercial clearance operators include BACTEC (Battle Area Clearance, Training, Equipment and Consultancy); Milsearch; and Phoenix Clearance Limited.

International donors for UXO assistance include Australia, Austria, Canada, France, Germany, Ireland, Japan Mine Action Service, Belgium, Japanese grant assistance for Grassroots Human Security Programme, Luxembourg, New Zealand, Switzerland and the United Kingdom.

Our key partners for disaster risk management include the National Disaster Management Committee and its secretariat, the National Disaster Management Office.
