ຂໍ້ມູນກ່ຽວກັບການແຂ່ງຂັນ

ເພື່ອຊອກໃຫ້ເຫັນສິ່ງທ້າທາຍ ແລະ ຄົ້ນຫາໂອກາດຂອງໄວໝຸ່ມໃນ ສປປ ລາວ, ອົງການສະຫະປະຊາຊາດເພື່ອການພັດທະນາ ປະຈໍາ ສປປ ລາວ ກໍາລັງດໍາເນີນການເຮັດບົດລາຍງານການພັດທະນາມະນຸດແຫ່ງຊາດ ປີ 2022 ຫຼື NHDR 2022 ທີ່ມີຈຸດປະສົງເພື່ອສະເໜີທາງເລືອກດ້ານນະໂຍບາຍ ແລະ ໃຫ້ການແນະນໍາແນວທາງ ເພື່ອປົດລັອກທ່າແຮງຂອງໄວໜຸ່ມໃນ ສປປ ລາວ ໂດຍເລັງໃສ່ໃຫ້ບັນລຸເປົ້າໝາຍຂອງແຜນພັດທະນາທະນາເສດຖະກິດ-ສັງຄົມແຫ່ງຊາດ ຄັ້ງທີ IX ປີ 2021-2025 ແລະ ລວມທັງເພື່ອບັນລຸແຜນພັດທະນາແບບຍືນຍົງພາຍໃນປີ 2030. 

ນອກຈາກນີ້, NHDR 2022 ຍັງມີຈຸດປະສົງເພື່ອຍົກໃຫ້ເຫັນເຖິງຜົນກະທົບທາງດ້ານເສດຖະກິດ-ສັງຄົມຈາກການລະບາດຂອງພະຍາດ COVID-19 ຕໍ່ການພັດທະນາໄວໜຸ່ມໃນ ສປປ ລາວ ແລະ ມັນຍັງສົ່ງຜົນກະທົບເຮັດໃຫ້ເກີດມີການຍຸດຮຽນ ແລະ ກະທົບຕໍ່ໂອກາດໃນການຈ້າງງານ. 

ໃນບົດລາຍງານນີ້ເນັ້ນເຖິງ 4 ຂົງເຂດຫຼັກຄື: 1.  ການສຶກສາ ແລະ ການພັດທະນາທັກສະ; 2. ການຈ້າງງານ ແລະ ການສ້າງຄວາມເຂັ້ມແຂງທາງເສດຖະກິດໃຫ້ໄວໜຸ່ມ;3. ການມີສ່ວນຮ່ວມຂອງໄວໜຸ່ມໃນການພັດທະໃນລະດັບຊາດ; ແລະ 4. ສຸຂະພາບ ແລະ ບັນທັດຖານທາງສັງຄົມ.

ການເປີດຮັບສະໝັກການແຂ່ງຂັນ

ການແຂ່ງຂັນຄັ້ງນີ້ແມ່ນເປີດໂອກາດໃຫ້ໄວໜຸ່ມລາວທົ່ວປະເທດ ທີ່ມີອາຍຸລະຫວ່າງ 15-24 ປິ ເຂົ້າຮ່ວມການແຂ່ງຂັນໃນການອອກແບບ ແລະ ຮູບພາບປະກອບເຂົ້າໃນບົດລາຍ NHDR ປິ 2022 ດ້ວຍວິທີການອອກແບບໜ້າປົກບົດລາຍງານ ແລະ ສົ່ງຮູບພາບເພື່ອປະກອບໃສ່ບົດລາຍງານ.

ຈຸດປະສົງ:

ໂດຍການສະໝັກເຂົ້າຮ່ວມໃນຄັ້ງນີ້ຜູ້ແຂ່ງຂັນຕ້ອງ:

  • ສະແດງໃຫ້ເຫັນເຖິງສິ່ງທ້າທາຍ ແລະ ໂອກາດຂອງໄວໜຸ່ມໃນ ສປປ ລາວ ທີ່ລວມທັງໄວໜຸ່ມຍິງ, ຄົນພິການ, ກຸ່ມໄວໜຸ່ມ LGBTQI ແລະ ໄວໜຸ່ມຈາກຊົນເຜົ່າ

  • ສາມາດສື່ເຖິງວິໄສທັດຂອງການພັດທະນາມະນຸດຂອງ ສປປ ລາວ 

  • ສະແດງເຖິງບົດບາດຂອງໄວໜຸ່ມໃນການພັດທະນາ ເສດຖະກິດ-ສັງຄົມ ຂອງ ສປປ ລາວ ແລະ ເປົ້າໝາຍການພັດທະນາແບບຍືນຍົງ

ຄໍາແນະນໍາສໍາລັບການແຂ່ງຂັນ:

ເງື່ອນໄຂສໍາລັບຜູ້ທີ່ສາມາດເຂົ້າຮ່ວມການແຂ່ງຂັນ: ໄວໜຸ່ມລາວທີ່ມີອາຍຸລຫວ່າງ 15-24 ປິ ຊຸກຍຸ້ໃຫ້ໄວໜຸ່ມທີ່ຍິງ, ຄົນພິການ, ກຸ່ມໄວໜຸ່ມ LGBTQI ແລະ ໄວໜຸ່ມຈາກຊົນເຜົ່າ ໃຫ້ສະໝັກເຂົ້າຮ່ວມການແຂ່ງຂັນ.

ຮູບແບບການແຂ່ງຂັນມີ 2 ປະເພດຄື: 

ການອອກແບບໜ້າປົກ

ໜ້າປົກທີ່ສົ່ງເຂົ້າຮ່ວມການແຂ່ງຂັນຕ້ອງປະກອບດ້ວຍອົງປະກອບທີ່ສໍາຄັນດັ່ງນີ້:

  • ໂລໂກທີ່ໃຊ້ເປັນທາງການຂອງ UNDP 

  • ຊື່ເຕັມຂອງບົດລາຍງາຍທັງສອງພາສາຄື: ພາສາລາວ ແລະ ພາສາອັງກິດ

  • ສໍາລັບຊື່ທີ່ເປັນພາສາລາວຕ້ອງແມ່ນ ຕົວອັກສອນເພັດສະລາດ ໂອທີ (Phetsarat OT) ແລະ ພາສາອັງກິດຕ້ອງແມ່ນ ຟ້ອນ Proxima Nova

  • ອອກແບບດ້ວຍເຈ້ຍຂະໜາດ A4 ລວງຕັ້ງ 

  • ສະແດງເຖິງການການພັດທະນາມະນຸດ ໂດຍສະເພາະແມ່ນ ໄວໜຸ່ມ ຂອງ ສປປ ລາວ 

  • ການອອກແບບຕ້ອງເປັນຕົ້ນສະບັບ ແລະ ຕ້ອງເປັນຜົນງານຂອງຜູ້ສະໝັກເຂົ້າແຂ່ງຂັນເທົ່ານັ້ນ 

  • ສົ່ງຜົນງານການອອກແບບໃນສອງຮູບແບບຄື ຮູບແບບທໍາມະດາ ຫຼື jpg ແລະ ai.  

ຮູບພາບ

ຮູບພາບປະກອບທີ່ສົ່ງເຂົ້າຮ່ວມການແຂ່ງຂັນຕ້ອງຢູ່ຄົບເງື່ອນໄຂດັ່ງນີ້:

  • ຂະໜາດຮູບພາບ: 4R, 4*6 (ຂະໜາດບໍ່ຕໍາກວ່າ 1520 x 1280 ພິກເຊວ(px) )

  • ຮູບພາບສາມາດຖ່າຍໄດ້ສອງແບບທັງລວງຕັ້ງ ແລະ ລວງນອນ 

  • ສາມາດສື່ເຖິງເນື້ອໃນຄວາມໝາຍຂອງບົດລາຍງານບົດໃດໜຶ່ງສະເພາະ

  • ຕ້ອງເປັນພາບຕົ້ນສະບັບ ແລະ ຖ່າຍໂດຍຜູ້ເຂົ້າຮ່ວມການແຂ່ງຂັນ 

  • ຕ້ອງເປັນພາບທີ່ຖ່າຍໃນ ສປປ ລາວ 

  • ຮູບພາບຕ້ອງບໍ່ມີການອ້າງອີງ ຫຼື ຂໍ້ຄວາມໃດໆ 

  • ສົ່ງຮູບພາບໃນຮູບແບບທໍາມະດາ ຫຼື jpg

ຜູ້ເຂົ້າຮ່ວມການແຂ່ງຂັນສາມາດສົ່ງຜົນງານການອອກແບບຂອງຕົນໄດ້ບໍ່ເກີນ 2 ແບບ ແລະ ຮູບພາບທີ່ສົ່ງເຂົ້າແຂ່ງຂັນບໍ່ເກີນ 5 ຮູບ. ຜູ້ເຂົ້າຮ່ວມແຂ່ງຂັນສາມາດສົ່ງຜົນງານຂອງຕົນເຂົ້າຮ່ວມການແຂ່ງຂັນໄດ້ທັງການອອກແບບໜ້າປົກ ແລະ ຮູບພາບປະກອບບົດລາຍງານ.

ວິທີການສົ່ງຜົນງານເຂົ້າແຂ່ງຂັນ:

  • ຜູ້ເຂົ້າຮ່ວມແຂ່ງຂັນຕ້ອງສົ່ງຜົນງານການອອກແບບ ແລະ/ຫຼື ຮູບພາບຂອງຕົນ ພ້ອມດ້ວຍແບບຟອມການສະໝັກຂອງ UNDP ທີ່ມີລາຍເຊັນຢັ້ງຢືນຂອງຜູ້ເຂົ້າຮ່ວມການແຂ່ງຂັນ

  • ໃນກໍລະນີທີ່ຜົນງານຖືກຄັດເລືອກ ຜູ້ເຂົ້າຮ່ວມແຂ່ງຂັນໄດ້ຮັບຮູ້ ແລະ ຍິນຍອມໃຫ້ UNDP ນໍາໃຊ້ຜົນງານການອອກແບບ ແລະ ຮູບພາບຂອງຕົນປະກອບເຂົ້າໃນບົດລາຍງານ  NHDR 2021 ແລະ ເຜີຍແຜ່ລົງໂຄສະນາຕ່າງໆຂອງ UNDP.

ນອກຈາກນີ້ ຮູບພາບ 10 ຮູບທີ່ໄດ້ຮັບຄະແນນສູງສຸດຈາກຄະນະກໍາມະການ ຍັງຈະຖືກໂພດລົງເຟດບຸກ ເພຈ ຂອງ UNDP   UNDP Lao PDR Facebook page ສໍາລັບຮູບພາບທີ່ໄດ້ຮັບການກົດໄລຫຼາຍທີ່ສຸດທາງ ເຟສບຸກ ໃນໄລຍະເວລາ 7 ມື້ ຫຼັງຈາກການໂພສ ແມ່ນຈະໄດ້ຮັບລາງວັນ 500,000 ກີບ. 

ປະກາດລາຍຊື່ຜູ້ຊະນະການແຂ່ງຂັນ

ລາຍຊື່ຜູ້ຊະນະເລີດການແຂ່ງຂັນ ແລະ ຜົນງານຂອງເຂົາເຈົ້າຈະໄດ້ຮັບການປະກາດລົງທີ່  UNDP Lao PDR Facebook page ພາຍໃນວັນທີ 21 ມີນາ 2022

ຜຸ້ຊະນະເລີດການແຂ່ງຂັນອອກແບບໜ້າປົກ ແລະ ຮູບພາບ 6 ຄົນ ຈະໄດ້ຮັບລາງວັນເປັນເງິນສະໜັບສະໜູນການສຶກສາ ພ້ອມດ້ວຍໃບຢັ້ງຢືນເຂົ້າຮ່ວມການແຂ່ງຂັນ ແລະ ຜົນງານຂອງເຂົາເຈົ້າອາດຈະນໍາມາປະກອບເປັນເຂົ້າໃນບົດລາຍງານ ແລະ ການໂຄສະນາເຜີຍແຜ່ຕ່າງໆຂອງ UNDP.

 BACKGROUND

In order to explore youth’s challenges and opportunities in Lao PDR, in 2022, UNDP Country Office in Lao PDR in cooperation the Centre for Development Policy Research is conducting the National Human Development Report (NHDR) that aims to offer actionable policy options and suggested approaches to unlock the potential of young people in the country in accelerating the achievement of the targets of the country’s 9th National Socio-economic Development Plan (NSEDP 2021-2025) as well as the Sustainable Development Goals (SDGs) by 2030.

In addition, the 2022 NHDR aims to highlight the socio-economic impacts of COVID-19 on youth development in Lao PDR, including how it has been disrupting education and employment opportunities.

The 2022 NHDR focuses on key four areas: 1) Education and skill development; 2) Youth employment and economic empowerment; 3) Youth participation and engagement in national development; and 4) Health, protection and social norms.

UNDP CALL FOR SUBMISSIONS

UNDP is calling Lao youth ages 15-24 across the country to participate in the development of the upcoming 2022 NHDR by submitting their creative Cover Designs or/and Individual Photos illustrating the human development in Lao PDR.

Objectives: Through their creative submission, applicants shall:

·      Demonstrate the challenges and opportunities of Lao youth, including young women, young persons with disabilities, young LGBTQI persons, and young representatives of ethnic groups;

·      Express the Lao youth’s vision of human development in the country;

·      Illustrate the role of youth in Lao PDR’s socio-economic development and global SDGs.

GUIDELINES FOR SUBMISSION

Eligibility Criteria: Only young Lao nationals of age 15-24 are eligible to make creative submissions. Young women, young persons with disabilities, young LGBTQI persons, and young representatives of ethnic groups are encouraged to make submissions.

Modalities:

Each submitted Cover Design should meet the following requirements:

·      Include the UNDP official logo;

·      Include the full title of the Report in both Lao and English;

·      Use the Phetsarat OT font for the title in Lao and Proxima Nova font for the title in English;

·      Designed in A4 vertical format;

·      Illustrate the human development of Lao PDR;

·      Original and belong only to the applicant;

·      Submitted in both jpg and ai format.

Each submitted Individual Photo should meet the following requirements:

·      Dimensions: 4R, 4*6 in (no less than 1520 x 1280 px);

·      Either vertical or horizontal format;

·      Illustrate a particular Chapter of the Report;

·      Original and taken by the applicant;

·      Taken in Lao PDR;

·      Have no watermarks and text;

·      Submitted in jpg format.

Each applicant can submit a maximum of 2 Cover Designs and/or a maximum of 5 Individual Photos. Submissions may include both Cover Design(s) and Individual Photo(s), or either of them.

Entry:

·      Eligible applicants should submit their Cover Designs and/or Individual Photos together with the signed UNDP Template 

·      Submissions should be sent through: https://bit.ly/3r9VEKA and queries should be sent to Chanthone, UNDP Lao PDR: email: chanthone.khounthapan@undp.org

·      Submission must be made by 23:59 25 February 2022;

·      By making a submission, each applicant gives her/his consent for the use of the submitted Cover Design(s) and/or Individual Photo(s) in 2021 NHDR and other UNDP communication materials.

In addition, 10 highest-scored Individual Photos will be posted on the UNDP Lao PDR Facebook page for a period of one week after the selection. The Photo that receives the most individual“likes” by 23:59 11 March 2022 will be awarded a Facebook Audience Award. If the Photo selected by the Panel is also awarded a Facebook Audience Award, the total award will be summed.

Awards: The names of the winners and their submissions are to be announced on the UNDP Lao PDR Facebook page 21 March 2022.
