Meeting the Primary Obligations of the Rio Conventions through Strengthening Capacity to Implement Natural Resources Legislation

What is the project about?

This project strengthens the technical and institutional capacities of the Government of Lao PDR to ensure that climate change issues are included within local and national development priorities, including the 7th National Socio-Economic Development Plan, 2011 - 2015. The project also supported Lao PDR in preparing and submitting its second national communication on climate change to the United Nations Framework Convention on Climate Change (UNFCCC) and will also help the country to meet its Convention obligations.

This project strengthens the capacity of the Lao People's Democratic Republic (Lao PDR) to meet the primary obligations of the Rio Conventions through strengthening capacity to implement natural resources legislation.

What have we accomplished so far?

  • Development priorities and objectives have been updated to provide a more accurate platform on which climate change and its impacts may be addressed.
  • The project established a multidisciplinary working group with technical staff from relevant government agencies to establish a greenhouse gas inventory to provide more accurate information.
  • Better integration of climate change issues in national development policies and plans has been achieved by strengthening communication and cooperation between all stakeholders.
  • Community forestry tool has been field tested in two provinces: Attapue and Xiengkhouang.
  • Capacity building on RIO convention implementation in Lao PDR was organized jointly with Department of Planning and Cooperation MoNRE for government officials from 17 provinces.
  • Recommendations to implement RIO conventions from compliance strategy were tested in Xiengkhouang and Attapue.
